I tried Chrome and Internet Explorer Windows browsers plus my Android phone. In all cases I see a picture here on the forum. It acts as a URL link which takes me to Photobucket where the video plays.
Lemme try a video of mine on Vimeo using the [vid] tag. Nope, I'm not seeing anything.

Lee, don't use the VID BBCode tag, just paste the URL or embed link and try that. Most likely it will just work as you stated, showing a pic on the forum which links you to the hosted video. Which works.....right?  Bob

Lee, I used the "img" link for the video from Photobucket--that was the only one that would display the image here and link to the vid. I did not use the forum vid tag at all. The link starts out as [url=http:// etc
Is there a link like that from Vimeo you can try?

Here's Vimeo with the [img] tag though I think if it shows up for anyone it'll be sort of a broken place holder.  Here's the URL to a Vimeo video of mine. https://vimeo.com/82899378 It's public so anyone can use it. According to the instructions the forum is Vimeo compatible. I get pop up instruction when I hover my mouse cursor over any of the forum tags in the top menu except for [VID]. Are you sure it's been activated?

The only thing that worked on my iPhone 4S is when I clicked on the https address. Nothing happens when I click in the images. ???

Haven't tried it on my Windows-based desktop yet, but I get these same results running Safari on the iPad. Not using Tapatalk. .
